A general theory of scattering of waves in a magnetoactive plasma by particles of arbitrary energy is presented. The cross-section for the scattering of magnetoionic waves by thermal particles is derived and discussed. Conditions under which the effect of the spiralling motion of the scattering electron can be neglected in treating inverse Compton radiation are found.
