Starburst-driven galactic winds are inherently multi-phase. Relatively cool, neutral gas clouds are entrained in a hot, coronal wind. I present recent measurements of the kinematics of this neutral gas and discuss the implications for models of the wind dynamics. Estimates of the total mass in the cool wind component are extremely sensitive to the size of the outflow region. Long-slit Keck I ESI spectra are used to demonstrate that this area is quite large in Ultra-luminous Infrared Galaxies (ULIGs). These results suggest the entrained cool gas is transported at least 10 to 20 kpc into the halos of ULIGs. If a quasar sight-line intersected the halo, this material would be observable as an intervening absorption line system.
