Of the clusters hosting the 30 brightest radio halos and relics, only A2345 and A2254 have not been observed by XMM, Chandra, or Suzaku. The ROSAT HRI images of these clusters suggest significant substructure, almost certainly due to recent mergers. We will detect merger shocks in both clusters and a cold front in A2345, if they are present. The temperature structure in the core of both clusters will be mapped. For A2345, we will determine the ICM temperature at the location of its relics and detect surface brightness discontinuities due to shock fronts, which will test the shock acceleration model for producing radio relics. Both clusters will be detected out to R_500, and their spectra will be used to constrain the presence of non-thermal inverse Compton emission.
