Formulas are developed for the transformation of ecliptical orbital
elements from B 1950 to J 2000. The results are compared with those
recommended by IAU Commission 20. Some drawbacks to the Commission 20
formulation are pointed out and we develop procedures which are
consistent with standard precessional formulations.
