The properties of pulsar flux variations with periods of the order of a month are considered. It is shown that the dependence of the amplitude and period of these variations on the dispersion measure may be explained by the scintillations on electron density inhomogeneities with piece-wise power law spatial spectrum. For the three-dimensional spatial spectrum the power law index of the spectrum is equal to 3.5 for scales larger than α = 3×1012cm and is equal to 6 for scales less than α.
