It is noted that there is ample evidence of voltage differences among the geomagnetic field lines, at least in the auroral regions, but that the evidence is ambiguous with regard to the exact nature of the electric field. The present study reiterates the increasingly popular view that the parallel electric field is largely associated with the constraining effect of the magnetic field on the motion of charged particles; however, the study cautions against an oversimplified interpretation of this effect. It is suggested that, if a model electric field has been designed specifically to produce simple adiabatic particle motion and to satisfy the quasi-neutrality conditions, the electric field does not automatically satisfy Poisson's equation. Satisfying this equation may require a more complex, possibly turbulent electric field, one that diffuses the particles in phase space. When this effect is taken into account, it may appear, at least qualitatively, that double layers will form as well.
