A study of the sizes and velocity dispersions in stellar clusters and interstellar clouds shows that 'typical' Galactic clusters were born from 'typical' dark clouds, such as those of the Lynds catalog. In stable interstellar clouds, a Kolmogorov hierarchy of motions is found which has a stellar counterpart. It is suggested that the magnetic energy in the clouds does not exceed the kinetic energy, and that this determines the freezing criteria. Hypotheses concerning the origin of low-density globular clusters and the type of clouds from which they were born are also considered.
