Observations at the Algonquin Radio Observatory of carbon C 100α and C 125α atomic recombination lines were made towards the warm C II region sandwiched between the cold molecular cloud G 28.74+3.52 and the ionized emission nebula W40/Sharpless 64 (R.A. = 18h28m49s, DEC = -02°07arcmin36arcsec). Using a simple model of a C II region, the following parameters were derived from the Cnα observations: electron density of 1 cm-3, electron temperature of 100K, microturbulent velocity of 4 km s-1, and depth of the C II region of 0.01 pc. A single, stimulated emission model is sufficient to explain the data in the wavelength range from λ4.6 cm (C 100α) to λ 21 cm (C 166α). The observed data are consistent with a pressure equilibrium between the C II region ad the H II region, and no significant velocity difference between the C II region and the CO cloud.
