A method for calculating stationary photoelectron fluxes in the upper atmosphere is proposed which involves the determination of the relative spectrum according to a 'reduced' photoelectron spectrum; the calculation of the absolute value of the flux for a fixed energy on the basis of an analytical formula obtained via energy integration of the Boltzmann equation; and the calculation of the fine structure of the photoelectron spectrum on the basis of an exact solution of the initial equation. Calculation results for heights of 150-350 km and a dependence of 7-9-eV fluxes on the solar zenith angle are compared with AE-E satellite measurements.
