The development of a characteristic magnetic field situation in the center of sunspot groups is studied using the CSSAR observational data set (Michard, 1968) concerning longitudinal magnetic field component maps. It is found that a strong source of radio-emission may be formed above the inner sector boundary. The frequencies and importances of flares closely related to this area are proportional to the degree of complexity of its magnetic field topology. The possible reasons for the development of this center of magnetic activity are discussed.
