The equation of cyclotron radiation transfer in a plasma with arbitrary inhomogeneous strong magnetic field is derived. It is shown that the contribution of non-uniformity of the magnetic field value is much greater than the influence of the field direction variation. Transfer of radiation in a plasma above the hot polar spot of a neutron star is considered. Two limiting cases, those of quasi-homogeneous and strongly inhomogeneous magnetic field, are distinguished, depending on the ratio of inhomogeneity scale to gyroresonant layer thickness. Radiation field distribution in the first limiting case is obtained.
