A new explanation of water vapor megamaser emission in the nuclei of galaxies in terms of synchrotron maser emission from monoenergetic relativistic electrons is proposed. A normal interstellar water maser of luminosity Li ≅ 0.1 L_sun; is located along the line-of-sight behind the central power house of the nucleus, and its emission is amplified by synchrotron masering to an output luminosity L0 = Li e|τ|. The model qualitatively accounts for the basic physical characteristics of water vapor megamasers. Strong linear polarization of the maser lines (if not depolarized) and a bump in the synchrotron spectrum are predicted which are ultimate observational tests for this explanation.
