The author shows that, even starting from the non Machian assumption that the inertial frame state of rotation is locally defined without reference to the distant universe, an almost non rotating universe, i.e. a universe in which the rotation period is longer than 10135≡155yr, would result from a rotating primeval one if we admit the conservation of angular momentum and an inflationary stretching of the dimensions of the order of 1030≡40. These results differ from those obtained by Ellis and Olive (1983) because the rotation of the present universe is put completely outside any possibility of verification without having to resort to any kind of anthropic argument.
