In order to understand the secular dynamics of planetary satellites, we carry out a thorough investigation of the secular behaviour of the orbit of a particle in proximity to a perturbing mass. An analytical theory is constructed which takes into account the effects of a number of mean motion resonances, which are dense in this region of phase space. The averaged contribution of the slow relative motion of the longitudes is also included. The model is tested by numerical simulations, and shows good quantitative agreement with these results. Several features of the derived profiles are compared with existing theoretical descriptions of resonant phenomena. Future avenues of research based on these initial results are proposed.
