Well-organized international cooperation for watching Halley's Comet in 1986 is recommended. Pre- and post-perihelion observations should provide information concerning the comet's structure, surface conditions, nucleus chemistry, and also the changes of nuclei brightness and activity. Also discussed are the investigation of the coma by neutral and ion mass spectroscopy, polarization measurements of the scatteed sunlight in the coma and in the dust tail, and obtaining a series of homogeneous photographs that follow the comet around the globe.
