It is shown that the occurrence of MHD instabilities in the galactic fountain can lead to the suppression of interstellar scintillations of compact extragalactic radio sources, and can also account for the size of the cosmic ray halo, and for the diffusion coefficient of cosmic rays within the halo. Limits are placed on the parameters describing the conditions in the hot component of the interstellar medium and the galactic fountain, and the rates are found at which energy in turbulent motions of the gas must be dissipated in order that the various observations may be accounted for.
