The star-formation function and the genetics of pulsar origin are discussed. It is shown that the progenitors of pulsars are main-sequence stars with masses of more than 5 solar masses for almost all the kinds of initial mass functions discussed in the literature. Pulsars are genetically connected with supernova outbursts (mainly of type II). The probability of pulsar formation as a result of 'quiet collapse' is extremely low. Thus, the hypothesis that pulsars are formed from objects of the extreme planar component of the Galaxy is confirmed on more complete and statistically uniform material.
