The application of Maxwell-Garnett and Bruggeman effective-medium theories to the problem of light scattering by inhomogeneous dust particles is investigated. It is shown that in the framework of classical electrodynamics these theories are not rigorously valid when applied to particles. Numerical computations of scattering using a discrete dipole approximation for very small grains composed of a matrix material with embedded inclusions are carried out, and the results are compared with results obtained using these effective-medium theories. It is shown that the application of these theories to the studies of the interactions of light with inhomogeneous dust particles is limited.
