Measurements are reported of the 1665 and 1667 MHz emission lines from P/Halley during the interval August 25, 1985 through December 15, 1985, when it left the declination range of the Arecibo telescope. The results show general consistency with the inversion curve predicted from pumping of the OH molecule by solar UV emission. However, there are significant deviations that vary on day-to-day timescales. The 1667 and 1665 MHz flux densities are for the most part in the ratio of the corresponding statistical weights. No evidence is found for any circular polarization. The about 3 arcmin beam of the Arecibo antenna implies that roughly 3 - 10 percent of the OH flux density is sampled. Measurements on off-nuclear points show that the OH emission is strongly clumped on scales comparable to the beam size. The time variability of the 1667 MHz line strength shows no detectable periodicity, suggesting that most of the variability is due to bursts with lifetimes comparable to or shorter than the 2.2 day spin period and about 7 day precession period found by others.
