Conklin and Bracewell1 have presented upper limits on the root mean square temperature fluctuation σ of the 3° K microwave background radiation over angular scales of up to 2°. Their results can be summarized by the formulae where σ is in millidegrees K and the angular scale θ of the temperature anisotropy is in minutes of arc. A recent theoretical treatment2,3 of the dissipative effects resulting from radiative diffusion on inhomogeneities during the expansion from the primordial fireball phase of the universe has yielded a critical size for the fluctuations, below which radiative smoothing is dominant over a time short compared with the cosmic expansion time. This enables the anisotropy measurements to be used to make quantitative statements about the possible epochs of galaxy formation, when the fluctuations first become gravitationally bound.
