An interpretation is provided for the behavior of a class of very intense, short-lived bursts of protons and other ions which appear at the edge of the plasma sheet during the expansion phase of substorms. The properties of the considered proton bursts are consistent with the presence of a field-aligned sheet-like distribution of energetic protons which moves rapidly past the point of observation. The situation must be such that the magnetic field lines which are reconnected at the neutral line are open, 'lobe' field lines. An interpretation of the inverse velocity dispersion is provided. It is assumed that particles on a given field line are accelerated more or less simultaneously in a small region surrounding the neutral line as the field line becomes reconnected.
