A strong correlation between the linear diameters and the absolute H-beta luminosities of giant extragalactic H II regions is established. The large rms scatter of this relation, however, precludes its application to distance determination. The properties of dust particles embedded in the nebular gas, largely responsible for the observed scatter in the (H-beta flux, diameter)-relation, are analyzed in detail. It is shown that for a mixed configuration of dust and gas the Balmer decrement can be used only to estimate a lower limit to the actual extinction.
