Electromagnetic wave conversion due to a plasma density gradient leads to strong plasma wave excitation in narrow hybrid resonance layers. These plasma waves can trap charged particles in a potential well; due to resonance interaction, they can accelerate them to high energies at small distances via a surfatron mechanism. The universal differential spectrum of fast particles is obtained in a simple acceleration model.
