On the basis of a remarkable vortical distribution of sunspots photographed on February 19, 1982, which may be an important indication that a vortex flow is essential in the formation of sunspots, it is suggested that a generation mechanism involving nontrivial force-free fields requires the presence of time-varying vorticity in the photosphere. Individual sunspots may be like individual cumulus clouds around a typhoon.
