Theoretical and numerical arguments are presented to show that velocity fields on the perimeters of galactic clusters can be analyzed to set limits on the characteristics of a radiation-dominated universe. The calculated velocity induced on the Galaxy during its infall to the Virgo cluster is used as an example. It is demonstrated that an inflationary model of the universe would cause an infall velocity of 980 km/sec, based on a projected cluster mass composed of weakly interacting particles. The main bulk of relativistic particles would then have had to occur at a very early epoch. However, the most accurate estimate of the infall velocity is presently 250 km/sec. Furthermore, the observed virial equilibrium in the Local Cluster implies a later epoch for the particle decay. It is therefore doubtful that the cosmological mass density could attain a value of unity if the present cosmological mass density is dominated by a relativistic component.
