A model of pulsar emission fluctuations down to sub-microsecond
time-scales is presented. The model is consistent with the empirical
amplitude modulated noise model. It is proposed that the time-scale of
the shortest observed micropulses is determined by the coherence of
single-particle curvature radiation.
