By considering the quantum effect of electrons in a strong magnetic
field (SMF), the influence of an SMF on the Fermi energy of an electron
gas is discussed, and the formula of electron-capture rates in the outer
crust of an accreting neutron star in the presence of an SMF is derived
and compared with the circumstance in the absence of a magnetic field.
