The effect of random dispersal of rays by nonuniformities in the earth's atmosphere and the interstellar plasma on the observed structure of images lensed by the gravitational fields of distant sources is investigated. The angular dependence of the average intensity arriving at the telescope aperture is obtained for an arbitrary position of the scattering layer in the source-gravitational lens-observer path. The analysis explains the structure of most of the recorded candidates for gravitational lenses.
