Ground-based and satellite observations of a large chromospheric flare on the sun are reported. The results of Prognoz-8 observations of radio emission in the range from 2160 to 540 kHz for the event of May 16, 1981 are presented. Active periods are picked out on the basis of optical data obtained by the High Mountain Expedition of the GAISh, using an interference-polarization H-alpha filter with a transmission bandpass of 0.25 angstrom. Radio bursts are compared with activity phenomena observed in the filtergrams during the preflare, maximum, and post-maximum phases of the flare. In the explosive phase, a burst of radio emission was observed similar to a type III burst, with a rapid frequency drift. Estimates of the speed of the excitation agent yield the value V = 0.72 c. It is proposed that at great heights (8 to 20 solar radii), particles break out of the shock front. During the post-maximum period, when arched structures existed in the flare, no special phenomena were observed at kilometric wavelengths, except for small noise bursts.
