An intrinsic local symmetry is assumed which cannot be derived from gauge symmetry, thus ruling out the existence of a cosmological constant. A transformation defined by Pagels (1984) leaves the Hilbert function invariant and is shown to have nonarbitrary solutions associated with the local transformation, unlike gauge symmetry. The local transformational symmetry is therefore invariant under gauge transformations, and can serve as a supplement to gauge invariance in new cosmological theories. An application is worked out for the gauge theory of gravity.
