The authors calculate atmospheric models and emitted X-ray spectra for X-ray bursting neutron stars taking into account the effects of Comptonization and free-free and bound-free emission and absorption. The color temperatures obtained from the calculated X-ray spectra are significantly higher than the effective temperatures. The theoretical color temperature to luminosity diagram is in good agreement with the observational diagram of MXB 1636-536 which was observed with both TENMA and EXOSAT.
