It is shown that the existing observational data do not rule out a suppression of multiparticle production of electron-positron pairs near the surface of the neutron star in pulsars with B(S) greater than 5 x 10 to the 12th G if the spindown of the neutron star is due to magnetic-dipole radiation losses and do not agree with this conclusion if the neutron star is slowed down by current losses. It follows from observational data that the generation time of the magnetic field of a neutron star cannot be more than 100,000 years from the time it is created. A significant correlation is found between the luminosity of short-period pulsars and the magnetic field on the light cylinder, in agreement with the assumption that the radio emission is generated in these pulsars near the light cylinder.
