Values of 15th-order coefficients are determined on the basis of an analysis involving data of 11 satellites at different inclinations to the equator. The orbital theory developed by Allan (1967, 1971) is used in the derivation of the method used in the analysis. The numerical results are obtained with the aid of an improved version of the THROE computer program reported by Gooding (1971).
