The influence of effective resolving power of sunspot groups observations in the 17th century in connection with the visibility function and distribution of sunspot groups according to their importance enables the authors to explain the low level of solar activity observed at that time. This result is even strengthened if Maunder's minimum coincided with both the minimum of the super-long cycle of the frequency of origin of sunspot groups and the minimum of the 80-year period of importance of sunspot groups. A real decrease of the level of solar activity was not so large as to necessitate an introduction of the hypothesis of turning of mechanisms of solar activity. The actual cause was a substantial qualitative change in the phenomena of solar activity which was even strengthened by the observation conditions of that time in connection with the visibility function.
