An ionospheric modification experiment will be carried out beginning in 1979 in order to measure the variation of some parameters including electron energy distribution, electrostatic fluctuation spectrum in the electron plasma, and ion acoustic frequency ranges including angular range with respect to the magnetic field. The heating facility and the major modification effects are described. Most effects will be measured by ground based facilities, such as EISCAT incoherent scattering radar, and some will require in situ methods. Complementary rocket experiments will also be carried out.
