UBV magnitudes, redshifts, H-beta equivalent widths and luminosities, and hydrogen-line Doppler widths are presented for 16 active galactic nuclei. The density, mass, kinetic energy, characteristic size, and time scale of the gas in the formation region of the broad emission lines are estimated. It is shown that the low-velocity (200-300 km/s) gas motions in the forbidden-line zone are apparently balanced by the gravitational potential of the stellar component of a galaxy. On the assumption that high-velocity gas motions are balanced by the gravitational potential of an active nucleus, central-body masses of the order of 100 million solar masses are computed. It is concluded that the bolometric luminosities of the nuclei do not exceed the Eddington limit appropriate for their masses.
