A more accurate Universal Time scale, extending that previously published, has been arrived at through reanalysis of the data recorded by the USSR Joint Time Service for 1975-1979. The analysis implies that the international Universal Time scale is distorted by errors in the FK 4 star catalog, which take the form of a seasonal wave of about 3-msec amplitude. This wave would in turn distort the estimated amplitude of seasonal variations in the earth's rotational velocity, as derived from analysis of the Universal Time scale of the Bureau International de l'Heure.
