It has previously been suggested (Sciama 1988) that the free electrons responsible for pulsar dispersion may be produced by ionizing photons emitted by decaying dark matter in the Galaxy. In the original suggestion, the scaleheight of these electrons was determined by the scaleheight of the ambient gas. An alternative proposal, that it is determined by the scaleheight of the dark matter itself, is developed here. This proposal would require the dark halo to be extremely flattened (axis ratio 0.2-0.3), which would fit in well with certain dynamcial considerations, and with a recently proposed increase in the electron concentration in H I regions lying outside low-density bubbles of million-degree gas.
