Photometric scanning observations of surface brightness distribution of the galactic far-infrared emission were made by a balloon-borne telescope with a wide field of view of about 0.7 deg. The results of the observations have been analyzed to obtain information on the distribution of dust grains in the inner Galaxy, and the following is concluded. The dust in the central 3000 pc region from the galactic center is responsible for more than one third of the interstellar obscuration between the sun and the galactic center. The diffusely extended component with low surface brightness can be interpreted by thermal emission of interstellar dust grains in the galactic disk region heated by extended low density H II regions as well as the stellar radiation field, with both contributions being nearly equal.
