Current theories on stellar activity are based on the assumption that starspots are a prerequisite rather than a consequence of stellar flares. On the basis of the very homogeneous series of photoelectric observations of the flare stars EV Lac and BY Dra carried out at the Stephanion Observatory in Greece since 1971, it is demonstrated that years with enhanced flare activity on these stars are followed by years with lower quiet-state luminosity. On the basis of the current starspot theories this could be intepreted as indicating that periods with enhanced flare activity are followed by periods with larger starspot coverage on the stellar surface. This result, if confirmed by additional observations, could be of importance for a better understanding of the physical processes underlying the phenomenon of stellar activity.
