We show that when the measure of integration in the action is not necessarily sqrt{-g} but it is determined dynamically through new degrees of freedom, like D scalar fields varphia in D dimensions, the theory is generically free of the cosmological constant problem (CCP) reproducing in the true vacuum state the main results of both the general relativity theory and of the standard particle physics models. It is shown that if scalars varphia enter only in the measure, the theory is invariant under an infinite dimensional symmetry of the varphia-fields. If this symmetry survives quantum corrections, then the resolution of the CCP is maintained in the quantum theory.
