A model is presented in which a relativistic shell passing through the interstellar medium and heats the interstellar medium to relativistic temperatures through the filamentation instability. The instability produces strong magnetic fields within the interstellar medium. Gamma-rays are produced through synchrotron self-Compton emission, and the optical and radio afterglow are created through synchrotron emission. Photon-photon pair production modifies the gamma-ray spectrum through both direct attenuation and Compton attenutation. We find that the plasma instability does not produce a shock during the gamma-ray emission phase of the gamma-ray burst.
