We consider single BHs of 10-10^3 M_odot as parent objects for GRBs of galactic (with luminosities up to 1038 erg s^{-1}) and cosmological (with luminosities up to 1052 erg s^{-1}) localization. Reqular magnetosphere is generated in the process of the interstellar magnetized plasma accretion onto BH. GRBs are the result of energy release of the magnetosphere inhomogeneities by means of plasma instabilities development. The percolation nature of this release yields an universal power law for the GRBs energy distribution, that is E^{-beta} (beta = 1.7-1.8), which is the same as for the flares observed in the Sun, flare stars and X-ray sources. The number of observed GRBs is about 10^(3) per year for both populations if BH density is equal to the density of the galactic dark matter. We discuss the possibility to detect galactic BHs as parent bodies of GRBs in quiescent phase as stars of 20m-29m with continuum spectra and fast variability.
