We present a maximum-likelihood method of determining the intrinsic spectral index distribution (ISID) of a population of gamma-ray emitters which accounts for errors in measurement of the spectral indices of the emitters. We apply this method to Energetic Gamma Ray Experiment Telescope (EGRET) resolved blazars and simulated Gamma Ray Large Area Space Telescope (GLAST) resolvable blazars. Assuming a Gaussian ISID for blazars, we find that the most likely parameters for EGRET resolved blazars are a mean of 2.27 and a standard deviation 0.20. Finally, we determine the resulting unabsorbed spectral shape of the blazar contribution to the extragalactic gamma-ray background (EGRB) finding the spectrum to be relatively mildly convex and not very well constrained by EGRET data.
