It is shown that the Stoke parameters for the background radiation of unresolved sources can be described by generalized spherical functions. The analysis of the radiation of sources carried out for 8-mm wavelength and the width of beam of ≡6° shows that fluctuations of the Stokes parameters are equal to 3×10-7K. The cosmological significance of polarization measurements is noted.
