Various dynamical considerations are applied to show that clouds of gas at temperatures in the range of 10 to the fourth-10 to the 7th K probably cannot coexist with hotter diffuse gas in galaxy clusters, unless heat conduction is drastically reduced by magnetic fields. The relative contribution of such clouds to the virial cluster mass is shown to be of the order of 0.01 or less.
