Ground-based and stratospheric data obtained since 1959 are used to study the 11-year solar modulation of cosmic ray intensity. Results show that it is necessary to distinguish between real and apparent time lags of the trend of cosmic ray intensity relative to the trend of solar activity. In addition, a selective use of the various solar activity indices is necessary for the analysis of cosmic ray intensity. It is shown that the significant nonstationarity of the modulation process is determined by the strong nonstationarity and inhomogeneity of the continuous flux of magnetized solar plasma. Finally, it is shown that the 11-year cycle, of activity as well as of intensity, consists of a whole hierarchy of nonstationary variations with a broad spectrum of amplitude and period.
