Cross sections for the photodetachment processes H-(2p2 3Pe) hω→H(2s or 2p) + e- are calculated and used in the evaluation of the rate coefficients for the inverse radiative attachment processes. The rate coefficients are compared with those for radiative attachment into the 1s2 1S ground state of H-, and it is found that the latter processes are more probable for all electron temperatures. However, radiative attachment into (and decay of) the H- (2p2 3pe) state may be an important source of infrared emission.
