Planned and ongoing projects for studying cosmic neutrino fluxes are reviewed, along with the observational goals. Neutrinos are difficult to detect, given their penetrating power, yet the same attribute makes them attractive for gathering data on hard-to-observe celestial phenomena. Several atomic reactions yield neutrinos, i.e., beta decay, electron capture and charged current interactions. Atomic power plants are a large source of terrestrial neutrinos and are therefore a noise source for earth-based neutrino studies. Several subterranean experiments, with large, liquid-filled detectors, have been built to escape the surface level noise. The DUMAND project consists of a plethora or undersea detectors, all shielded by seawater. Both types of detectors function by recording specific event arising from the collision of neutrinos with other atoms, leaving characteristic types of tracks. The neutrino data are considered essential for identifying the force(s) at the solar core, in supernovae and in other active stellar objects.
