A scintillation theory as applied to the interstellar medium is developed taking into account pulsar motion and the motion of interstellar-medium inhomogeneities in the observed motion of a diffraction pattern. It is shown that the drift rate of a diffraction pattern is substantially different from pulsar velocity and that this difference is associated with the extent of the scattering medium and the motion of inhomogeneities. Formulas are obtained with which pulsar velocity and parameters characterizing the inhomogeneities can be obtained from known parameters of the scintillation cross-correlation function. In contrast to interplanetary scintillations, the asymmetry in the form of the cross-correlation function for interplanetary scintillations is shown to result from the motion of the inhomogeneities as well as the motion of the source itself.
